EC-LINC Resource Compendium

Welcome to the temporary home of the EC-LINC Resource Compendium created under auspices of the Children’s Services Council of Palm Beach County in partnership with the EC-LINC member communities and the Center for the Study of Social Policy. This compendium supports the organization’s shared missions:

  • To create a “community of communities” that fuels learning and innovation to tackle the toughest shared challenges and demonstrate results.
  • To build and disseminate knowledge about the range of community-based efforts across the country.
  • To develop opportunities for local leaders and state and federal policymakers to work together to accelerate strategies that improve results for children and families.

The EC-LINC Compendium seeks to link research with practice. Release 1.0 features published papers canvassing lessons learned from research and demonstration evaluations connected to work support programs in the post-PRWORA era that put employment at the center of welfare program eligibility. Accordingly, a complementary effort of this compendium project provides an introduction to the so-called “welfare-to-work” programs with a focus on child-care subsidies as a support undermined by a built-in disincentive to work created by financial “cliff effects.”
